Transport infrastructure including roads has achieved a remarkable quantitative and qualitative growth with the gradual establishment of the arterial road network thanks to the government’s constant investment policies. This transport infrastructure has fulfilled its roles and duties as a critical infrastructure that drives the growth of the national economy and has an enormous influence on the daily lives of the people. However, the improvement of transport services has strongly focused on quantitative expansion instead of qualitative improvement. Moreover, several regions of the country have been lack of transport service due to their geographical locations or other reasons while the quality of transport service has been somewhat out of interest so far. These days, in particular, the government is reviewing and discussing diverse welfare policies with strong interest from the people. But the road transport sector has been lack of status analysis and service evaluation from welfare perspectives.
